PI and UPI: the basic difference
A land property may exist in the cadastre as a separate plot, but that does not automatically mean it is ready for construction. A regulated land plot, often referred to as UPI, is defined through urban planning rules.
How regulation is created
The procedure usually involves a detailed development plan, administrative review and compliance with the applicable spatial planning rules. The exact path depends on the location, zoning and existing plans.
What surprises buyers?
- lack of proper street access;
- old plans that do not match the current cadastral data;
- unclear boundaries or identity between old and current plots;
- utility and infrastructure limitations;
- restrictions on intended use.
For land purchases, the legal and planning status should be checked before the deposit, not after the preliminary contract is signed.
Documents to check
Usually the review includes title documents, cadastral sketch, planning information, applicable detailed development plan and, where needed, a certificate of identity between old and current property data.
